GSCS has been invited to put forth to the Christie administration suggestions regarding regulatory and mandate relief . (Please see the minutes of the Sept. 30 GSCS Trusteee Board meeting below for more details.)

GSCS asks members to submit their recommendations for mandate and regulation relief to us at gscs2000@gmail.com .

The Christie administration is starting to review regulations and mandates with the intent to eliminate or relieve where possible. Over the years GSCS has pushed hard for mandate relief, including being an initiating force in establishing the Mandate Commission of 2003. GSCS has compiled a list of potential mandates to review for relief over time and is already in the process of revising it for submission to the Christie administration. Input from you, our members, will be a clear asset to enhancing this report.

Please send your ideas ASAP, and be as specific as possible. But remember, some mandates may be more feasible to relieve than others.

Christie on Education

From the GSCS Sept. 30 Trustee Board Meeting Minutes: Guest Speaker - Gregg Edwards, policy advisor representing then-gubernatorial candidate, Chris Christie

Mr. Edwards prefaced his comments by noting that Candidate Christie is empathetic to the issues with which educators have to deal. He then made the following points:

· Funding - The next governor will have to deal with a budget deficit ranging from $4 billion to $8 billion, the most significant ever faced by any governor. Mr. Christie will do everything he can to maintain funding, but knows he will have to make up that deficit.

· Funding Formula - The Court has given the Executive branch some leeway in how funding is distributed and is moving away from what some felt was an unfortunate situation, but can the formula ever be fully funded?

· School Reform - Where there has been chronic, consistent failure, Mr. Christie proposes expanding options for how these schools are funded. One way would be charter schools. A second would be expanding inter-district school choice programs. All districts should have the right to take part in such a program. Since the money would follow the child, receiving districts could fill available space and use the money for either property tax relief or for school programs.

· Pre-Kindergarten Programs - Mr. Christie recognizes the value of such programs, especially for low-income children. Such programs in the Abbott districts should be maintained, but perhaps done more efficiently. But he opposes expanding the program now when no funding is available. There also is concern regarding implementing pre-k programs in places that don't already have full-day kindergarten, which seems poorly thought out.

· Consolidation - If consolidation can be proven to make sense, it should be pursued but decided by the taxpayers. Mr. Christie opposes forced consolidation.

· Mandates - A Christie administration will take a hands-off approach to running successful schools. Any information GSCS can offer regarding mandates will be considered seriously.

· Teacher Quality - A Christie administration would likely encourage challenge grants for teachers to make NJ a model for teacher training and developing teacher quality. Mr. Christie is supportive of moving toward merit pay, but realizes that will need to be negotiated on an individual district basis. He would like to see teacher compensation based on student performance, which means that the DOE would have a greater focus on collecting and analyzing data statewide.

In the discussion that followed GSCS members brought up concerns regarding:
· The fairness of the funding formula
· The state's one-size-fits-all approach to overseeing school districts
· The lack of opportunity for the public to respond to proposed legislation
· The standards to which charter schools are being held
· The unfairness of requiring a 60% majority vote on second questions
· Rather than an "instant tenure" bill, preferring a five-year wait for tenure, not three.
· The expanded powers given to the Commissioner of Education and the Executive County Superintendents by the Legislature
· The need for special education aid being categorical, rather than wealth-based
· Negotiations, the lack of a "last, best offer" option, the impact of mediators' decisions
· Looking at consolidating vocational-technical schools and educational services commissions to achieve economy and efficiency
· With all of their new academic and specialized programs, whether the vo-techs still serve the population they were designed for
· If charter schools are designed as an option for parents in low-achieving districts, why are they allowed to drain funding away from high-achieving districts?
· Lack of diversity regarding race, socio-economic level and educational ability among students enrolled in many charter schools

In response to this discussion, Mr. Edwards clarified further:

· Regarding funding for next year, districts would be held harmless. The administration would not want to change any components of the funding formula that the Court believes work, but taking another look at the formula is a possibility.

· Mr. Christie does not look favorably on tenure and would at least like to expand the pre-tenure time from three years to five. Those interested in changing tenure should reach out to their possible partners and ask what they can do to get the discussion started right away.

· Regarding the 60% majority requirement for second questions, Mr. Christie supports the status quo.

· Mr. Christie is going to be skeptical of the expanded powers given to the Commissioner of Education and the Executive County Superintendents. The three most important cabinet appointments will be the State Treasurer, the Attorney General and the Commissioner of Education.

· Special education aid as a categorical aid does not allow for much control, and it will just continue to grow.

· Post election, the Christie administration offers a standing invitation for dialogue with GSCS and those who have suggestions for changes or models that work.
